Taipei City Xinyi District Yongji Section Number 44 Urban Renewal Case S. Unit (YongChun Case S. Unit)


Project Origin
Originated from the consensus of the residents of improving their living environment, the application process was soon launched after this case unit was designated as renewal area in 2000. It was not easy to integrate all residents of 126 house-holds of more than 150 people and not until 2008 did the project be approved to implement demolition and reconstruction. However, the project was not able to execute due to few opposing families. In consideration of the rights of all residents and the willingness of the few opposing families, the project was modified to handle as partial demolition and reconstruction, partial renovation in 2013 while hoping that the follow-up can be carried out smoothly.
 
The original plan was approved by Taipei City Government on January 29, 2015. However, one opposing family in the rebuilt sections did not agree and proposed administrative relief after the approval. The judgment was revoked by Taipei High Administrative Court on June 1, 2016. Then, the appeal was rejected by Taipei Supreme Administrative Court on July 20, 2017, and the original disposition remained revoked. Therefore, based on Taipei City Government’s letter dated August 22, 2017, Reference No. 10608045300, concerning the dispute of the principle of allocation, management fees for construction and risk management fees, etc., to carry out the allocation and modify the plan. Then proposed for public exhibition and further process.
  1. Most of the renovation units in this case were originally the police dormitories of the National Police Agency of the Ministry of the Interior and some privately-built apartments, mostly violated or old buildings.
  2. Without proper management and maintenance, the community had become dirty and unkempt as time went by. The living space and building structures were no longer suitable for the growing populations.
  3. This case unit was delimited as renewal area by Taipei City Government in 2000.
  4. The public safety and sanitation of the buildings in the community were poor and causing negative effect on the appearance of the city.


Project Goals

The Reconstruction Section
  1. Stimulating the rational use of land.
  2. Increasing the quality of living environment: to create a comfortable living environment and to alleviate parking problems.
  3. Improving public safety and the appearance of the city: to increase seismic absorption and disaster prevention ability, to better public safety and public sanitation, to blend the buildings into the rest of the urban landscape, to set back mass in order to reserve open corner and ultimately embellish the overall urban space.
  4. Building public facilities: to help creating new roads, to adopt peripheral sidewalks, to improve sidewalk pavement, to set back buildings, to plan public facilities and to increase the parking capacity to meet the neighboring demand.
The Renovation Section
  1. Respect a few who do not want to rebuild their homes and keep the original site to be handled with renovation.
  2. Improving the appearance of the city: to achieve a harmonized urban landscape by blending the older buildings into the reset of the urban landscape.
  3. Achieving social peace: to minimize social costs and to create a win-win situation.

Reconstruction Plan:

Building Plan:
  1. Land-use Plan
    • After the case is modified, A Building is 21 floors with 2 stories as shops and B & C Building each are 15 floors. Except the 2 shop floors, the rest floors are congregate housing. In building B, first and second floors and basement first and second floors are designed as community recreation facilities and will be donated to Taipei City Government.
  2. Configuration Plan
    • Commercial storefront: along ZhongXiao E. Rd, SongShan Rd and HuLin Street, it will keep wide space as pedestrian walkway.
    • Landscape Trails: Take the 6-meter-long undeveloped planning road between north and south renewal units as the main axis. It is designed to cooperate with the buildings to set back to provide a comfortable and beautiful resting space for the community residents.
    • Pedestrian and vehicle circulation: The main entrance of the community still locating on ZhongXiao E. Rd, the vehicle entrance locates on SongShan Rd, and the motorcycle entrance locates on HuLin Street. The overall plan is to separate pedestrian and vehicles, and do not interfere with each other.
  3. Structure System: The structural design plan is designed according to the high standard seismic specification after 921 earthquake. The main structure is S.C steel structure system.
  4. Establish a new community with security and disaster prevention: planning the overall disaster prevention and evacuation system.
 
Urban Design and Landscape Planning
 
        The plan is to reconstruct 21 floors above the ground (A Building: 21 floors, B, C Building: 15 floors), 6 stories below the ground. For mass vision, the building will blend well and has its own unique urban image. Colors of the buildings would be designed to fit in the surrounding environment with medium to low brightness and medium to low saturation, in order to visually enrich the landscape of urban environment. There will be side walks around the building. The barrier free circulation will create more space for pedestrian and increase the practicality of disaster prevention and relief. The plan is also assisting the government to establish the six meters road on the north side and to maintain the sidewalk.

Renovation or Maintenance Plan
        
        The plan focuses on the integration between the old buildings in renovation section and the new buildings in reconstruction section. In addition to improving the appearance of the old buildings, the coordination of urban landscape is also considered. The plan refers to the general work of old apartment renovation, including renovation work of facade, exterior aluminum doors and windows, arcade, public access of ground floor, public stairs of floors, and landscape plan for the roof of the building. The expense of renovation work will be paid by the implementer. Because the renovation and the reconstruction sections belong to different properties, the two sections are implemented individually and independently according to two different schedules.
Disaster Evacuation and Escape Plan
 
        The height, lighting, ventilation, seismic resilience, evacuation and fire-fighting facilities, etc. of the buildings are all designed according to the regulations. The safety and disaster prevention are top priorities. The evacuation route in the buildings also is renovated.
 

Management and Maintenance Plan

        Using Condominium Administration Act, Building Administration Division handles matters of management committee, common fund, the household costs and condominium regulations.
